Minutes of the Meeting of December 20, 2018

Trustees & Liaisons present:
Emil Muccin, Larry Levine, Mary Ann Quinn, Alice Paucker, Marcie Krauss, Jorge Marmol, Dick Malina, Paulette Dimovski, Robert Huerster, Laurie Smalley (Town Liaison), David Vinjamuri (Village Liaison)

Administrative: Trustee Muccin called the meeting to order at 7:05 PM.

The minutes of the November 20, 2018 Board meeting were approved. Moved by Trustee Krauss, seconded by Trustee Quinn, and passed.

Comments by Emily Rubin Persons, member of the public
Ms. Rubin Persons commented on new steps the Library has taken to manage the level of activity in the building in the period at the end of the school day.

After discussion, it was moved by Trustee Marmol, and seconded by Trustee Dimoski, that:
It is hereby resolved that the Library Director be authorized to sign contracts with the following vendors:
> Cascade Water Services for HVAC Water Treatment services for 2019, for a cost of $182.08 per month (yearly cost is $2,184.96)
> Comlab, Inc. for I.T. Consulting and Maintenance services for 2019, for an annual fee of $19,500
> Environmental Compliance Management Concepts LLC for Oil Tank Compliance Services for 2019, for a monthly cost of $150.70 (annual cost of $1,808.40)

After discussion, it was moved by Trustee Paucker, and seconded by Trustee Levine, that:
It is hereby resolved that the Town Comptroller be authorized to pay:
> All vouchers reviewed and approved by the Library Director and the Town Comptroller, for the month of December 2018, for a total of $131,069.18
> Pay Connecticut Business Systems $180.00 for monthly printer servicing/supplies for Dec. 2018
> Pay CSEA $1,340.57 for Dental / Vision premium for Dec. 2018
> Pay Empire Office Inc. $12,531.64 for purchase of 66 chairs for main library
> Pay Environmental Compliance Management $125.58 for monthly tank compliance inspection 12/12/18
> Pay John Fearon $427.00 for Constant Contact 12 month subscription
> Pay The Library Store $84.92 for magazine binders
> Pay Overdrive $1,099.54 for E-Books
> Pay Penguin Random House LLC $142.95 for books
> Pay Shred-it $293.52 for Shredding for main library - Nov & Dec
> Pay Staples $192.59 for supplies
> Pay Office Dynamics $3,547.00 for Business Office new copier
> Pay The Keller Group $1,245.00 for Director & Officers policy
> Pay Hudson Valley Digital Marketing $1,000 for Website and Google Suite services

After discussion, it was moved by Trustee Huerster, and seconded by Trustee Krauss, that:
The following payments to the NYSLRS be approved:
> $187,825 for the Library’s share of the 2019 Retirement Bill
> $131,1813.56 to pay for the Library’s share of the outstanding loans on the Town’s NYSLRS account

After discussion, it was moved by Trustee Paucker, and seconded by Trustee Quinn, that:
It is hereby resolved that the document titled MPPL: Hours of Operation, Holidays & Scheduled Closings 2019 be approved

After discussion, it was moved by Trustee Paucker, and seconded by Trustee Marmol, that:
It is hereby resolved that the document titled Library Items for Retirement be approved

After discussion, it was moved by Trustee Dimovski, and seconded by Trustee Marmol, that:
It is hereby resolved that the following groups be allowed to use the Library’s facilities more than four times in 2019:
> The Group
> Women Reading Women Book Group
> 21+ Book Group
> People Love Yarn
> Monday Night Knitters
> Saw Mill River Audubon Book Club
> Open Play Mah Jongg Night
> Westchester Knitting Guild

After discussion, it was moved by Trustee Malina, and seconded by Trustee Levine, that:
The reimbursement rate for travel be increased to 58c per mile, effective January 1, 2019, as per the new IRS mileage rates

At 8:15 pm, on a motion by Trustee Huerster, and seconded by Trustee Dimovski, the Board went into Executive Session to discuss personnel issues. At 9:21 pm, the Board came out of Executive Session.

After discussion, it was moved by Trustee Marmol, and seconded by Trustee Quinn, that:
It is hereby resolved that the Authorized Personnel Salary Schedule for 2019 be approved

After discussion, it was moved by Trustee Levine, and seconded by Trustee Marmol, that:
It is hereby resolved that the Library Board authorizes the payment of accrued holiday leave to named non-union hourly employees, as detailed in the previously approved Authorized Personnel 2019

POLICY REVIEW
There was a first reading of the Mount Pleasant Public Library Meetings Policy.

PERSONNEL COMMITTEE
Trustees Malina, Levine, and Marmol will meet before the next Board meeting.

ORGANIZATIONAL COMMITTEE
The Nominating Committee will present the slate of officers at the next meeting.

DIRECTORS REPORT
Director Fearon estimates that the Library will be closed four to six weeks for asbestos abatement.

POINTS OF DISCUSSION

FAREWELL AND THANKS TO TRUSTEE DIMOVSKI
Trustee Dimovski announced her resignation. The Board is deeply grateful to her for her service to the Library.

PROPOSED INTERMUNICIPAL AGREEMENT
The Board held a long discussion about the proposed IMA. The Village and Town liaisons will follow up on this at a future Board meeting.

FACEBOOK
There was a conversation on the Moms of Pleasantville Facebook page that included a number of comments that were critical of the Library’s Children Room. Director Fearon, Assistant Director Gufarotti, and Trustee Krauss will meet with one of the moms who made the comments and address their concerns.

Trustee Dimovski moved for adjournment at 9:34 pm, seconded by Trustee Huerster.
