Minutes of the Meeting of January 17, 2019
Trustees & Liaisons present: Emil Muccin, Larry Levine, Marcie Krauss, Jorge Marmol, Dick Malina, Robert Huerster, James Riina, Julie Edwards, Laurie Smalley (Town Liaison), David Vinjamuri (Village Liaison)

Administrative: Trustee Muccin called the meeting to order at 7:30 PM.
The Board welcomed two new members: James Riina and Julie Edwards.
The minutes of the December 20, 2018 Board meeting were approved. Moved by Trustee Levine, seconded by Trustee Krauss, and passed.
Election of Officers for the year 2019
There being no nominations from the floor, it was moved by Trustee Levine, and seconded by Trustee Krauss, that:
Nominations be closed and a unanimous ballot be cast for the Nominating Committee’s slate of officers.

Opportunity to Hear from the Public
Nora Phelan, member of the public, commented on the Children’s Room.
NOTE: Six motions were reviewed, moved on, seconded, and voted on as a group (201901-03 through 201901-08). Trustee Marmol moved that the motions be approved as a group, and Trustee Krauss seconded the motion. Their names appear on each of these motions, listed below. The motions are listed separately, but they passed in a group vote, after being reviewed and discussed individually by the Trustees & Liaisons present.
After discussion, it was moved by Trustee Marmol, and seconded by Trustee Krauss, that:
It is hereby resolved that the Board of Trustees of the Mount Pleasant Public Library will hold monthly meetings at 7:00 PM on the third Thursday of each month except in August. Meetings will be held in the Board Room of the library.
201901-03 The motion passed.
After discussion, it was moved by Trustee Marmol, and seconded by Trustee Krauss, that:
It is hereby resolved that the Library Board of Trustees retain the services of Mark Tulis, Esq., a partner in the law firm of Oxman, Tulis, Kirkpatrick, Whyatt and Geiger LLP as Library attorney.
201901-04 The motion passed.
After discussion, it was moved by Trustee Marmol, and seconded by Trustee Krauss, that:
It is hereby resolved that the Library Board of Trustees authorizes the payment of claims for utility services (such as electric, gas, water, sewer, telephone), postage, payroll and payroll related expenses (such as Social Security and withholding taxes) prior to the Library Board’s approval of the warrant. All such claims must be presented for approval at the next regular Board meeting.

After discussion, it was moved by Trustee Marmol, and seconded by Trustee Krauss, that:
It is hereby resolved that the Town Comptroller be authorized to transfer funds between the Library and the Town prior to the Library Board’s approval.

After discussion, it was moved by Trustee Marmol, and seconded by Trustee Krauss, that:
It is hereby resolved that the Journal News be named the sole newspaper of record for the Mount Pleasant Public Library because it meets all criteria for a “newspaper of record” for the area serviced by the library.

It is hereby resolved that the Town Comptroller be authorized to pay:

Director’s Report
In accordance with the Inter-Municipal Agreement discussion held on January 9, 2019, the Library will no longer take full charge of capital projects. The Library will get bids then pass them on to the Town Board.
Director Fearon reviewed the asbestos abatement project for the benefit of the new Trustees.
Trustee Krauss updated the Board on a meeting that was held on December 21 to discuss comments made on Facebook about the atmosphere in the Children's Room. During the discussion of this topic it was noted that Chappaqua and Greenburgh libraries have separate children’s rooms, which makes it easier to accommodate the needs of children along with other patron groups.
Director Fearon will provide a list of members of these committees at the next meeting:

After discussion, it was moved by Trustee Marmol, and seconded by Trustee Levine, that:
The new Board Meeting Policy is approved
201901-10 The motion passed.
At 8:15 pm, on a motion by Trustee Malina, and seconded by Trustee Levine, the Board went into Executive Session to discuss personnel issues.
At 8:48 pm, the Board came out of Executive Session.
Trustee Muccin moved for adjournment at 8:49 pm, seconded by Trustee Levine.
