Mount Pleasant Public Library: Board of Trustees Meeting
Minutes of the Meeting of May 16, 2019

 

Trustees & Liaisons present:
Emil Muccin, Mary Ann Quinn, Julie Edwards, Jorge Marmol, Dick Malina, Robert Huerster, James Riina, Marcie Krauss, Laurie Smalley (Town Liaison),
Also present:
John Fearon, Library Director; Vivian Gufarotti, Assistant Library Director;

Trustees & Liaisons absent: David Vinjamuri, Larry Levine

Administrative: Trustee Muccin called the meeting to order at 7:02 PM.

Public present: Emily Persons

The minutes of the April 18, 2019 Board meeting were approved. Moved by Trustee Krauss, seconded by Trustee Marmol, and passed.

After discussion, it was moved by Trustee Malina, and seconded by the Trustee Marmol that:
It is hereby resolved that the Town Comptroller be authorized to:
>> Pay all vouchers reviewed and approved by the Director and the Town Comptroller for a total of $29,207.92
>> Pending final approval of Town Comptroller, approved vouchers received and approved by the Library Director for a total of $12,091.96

Director’s Report
>> Circulation is down, as is revenue from fines. Some of the difference is likely attributable to the ILS changeover.
>> Strategic Plan review
>> IMA is moving along well, and the latest draft has incorporated our suggestions.
>> Server upgrade has noticeably improved response time.
>> Proposal to simplify budget categories
>> Recommendation that the Board conduct a quarterly review of the Library’s finances.
>> The Board should ensure the Library has conflict of interest and whistle blower policies in place, and it should have a policy for reviewing and approving the Library’s annual IRS form 990.

 

After discussion, it was moved by Trustee Malina, and seconded by the Trustee Marmol, that:
It is hereby resolved that the following budget transfers be approved:
>> Increase J7410-401 by $14,000
>> Decrease J7410-406 Audio-visual Materials by $2,500
>> Decrease J7410-425 Misc. Small Equipment by $3,500
>> Decrease J7410-426 Materials Processing Supplies by $3,000
>> Decrease J7410-482 Building Supplies by $5,000
>> Increase J7410-427 Computer Services and Maintenance by $2,400
>> Decrease J7410-436 Computer Software by $2,400
>> Increase J7410-250 by $2,500
>> Decrease J7410-200 by $2,500

After discussion, it was moved by Trustee Edwards, and seconded by the Trustee Huerster, that:
It is hereby resolved that equipment purchases of more than:
>> $500.00 shall be added to the Library’s inventory
>> $5,000.00 shall be capitalized

After discussion, it was moved by Trustee Riina, and seconded by Trustee Malina, that:
It is hereby resolved that the Town Comptroller be authorized to reimburse staff, for qualified expenses, prior to the Board Meeting for a cumulative sum not to exceed $750.00

The Board went into Executive Session at 7:42pm to discuss a specific matter of personnel,
and came out of Executive Session at 7:50 pm.

After discussion, it was moved by Trustee Quinn, and seconded by Trustee Krauss, that:
It is hereby resolved that the following personnel items be approved:
>> A final lump-sum payment $16,205.17 to Debbie Hanley
>> Janet Green be appointed to the position of Librarian trainee on a full-time basis, effective June 3, at her current step and grade
>> Michelle Knapp appointed to the position of intermediate accounts clerk, effective May 1, 2019, at the hourly rate of $39.41

Committee Updates - There were no specific committee updates.

The Board briefly discussed the Children’s process, and plans to seek input from the community, staff, and board, concerning children’s services.

 

Trustee Marmol moved for adjournment at 8:25 pm, seconded by Trustee Krauss.

Next regular meeting: Thursday, 6/20/2019, at 7:00 P.M.
