Mount Pleasant Public Library: Board of Trustees Meeting
Minutes of the Meeting of November 21, 2019

Administrative: Trustee Muccin called the meeting to order at 7:06 PM.

The minutes of the October 28, 2019 Board Meeting were approved. Moved by Trustee Levine, seconded by Trustee Huerster, and passed.

One member of the public came to observe the meeting. She did not give her name.

After discussion, it was moved by Trustee Quinn, and seconded by Trustee Huerster, that:
It is hereby resolved that the Town Comptroller be authorized to:
>> Pay all vouchers reviewed and approved by the Director and the Deputy Town Comptroller for a total of $97,459.19
>> Pending final approval of Town Comptroller, pay all additional vouchers received and approved by the Library Director for a total of $2,704.46
>> Pay up to a sum of $25,000 for the Library’s 2019 commercial and umbrella insurance premiums, per instructions of Library’s insurance broker (Assured Partners Northeast)

Directors Report
The Library’s financial status is good. A statistical review indicates that media circulation (e.g., DVDs) is declining, but e-books are up. New people-counters should be in place next year, which will give us a much more accurate count. The Library hopes to enhance its Museum Pass offerings, and will be asking the Friends for $10,000 to underwrite the expanded program.

There is little to report concerning WLS and the ILS system.

Director Fearon recommended that the Library adopt automatic renewals for library materials, as a goodwill policy.

The Children’s Services Report is undergoing final revisions and will be presented at the December meeting.

The Library has asked the Friends to suspend book sale donations for a few months. The Library will use the time to undertake some necessary renovations (e.g., to the elevator foyer), and to consider approaches to the book-sale in light of our master planning project and expected Children’s Room renovations.

After discussion, it was moved by Trustee Riina, and seconded by Trustee Huerster, that:
It is hereby resolved that Director Fearon be authorized to sign a contract with Atlantic Westchester for HVAC Maintenance Services for a three-year period for a total fee of $31,022. The contract will run from 12/01/2019 through 11/30/2022.

After discussion, it was moved by Trustee Malina, and seconded by Trustee Riina, that:
It is hereby resolved that Director Fearon be authorized to sign a contract with Atlantic Westchester for Building Maintenance System services for a three-year period for a total fee of $ 1,400 per year with option to renew.

After discussion, it was moved by Trustee Levine, and seconded by Trustee Malina, that:
>> It is hereby resolved that James Corry’s resignation as Library Assistant, effective 12/2/19, be accepted and that he be appointed to the positions of Substitute Library Clerk and Substitute Librarian, effective 12/3/19, at the hourly rates detailed in the Authorized Personnel 2019 schedule
>> It is hereby resolved that Paula Landi be appointed to the position of Substitute Library Clerk effective 12/2/19, at the hourly rate detailed in the Authorized Personnel 2019 schedule
>> It is hereby resolved that Luz Blume be appointed to the position of Library Clerk: Special Assignment, Step 1, effective 12/2/19, at the hourly rate detailed in the Authorized Personnel 2019 schedule

After discussion, it was moved by Trustee Quinn, and seconded by Trustee Edwards, that:
It is hereby resolved that the Library adapt the New York State Records Retention and Disposition Schedule MU-1 (Section 185.11, Appendix H) to replace the existing Records Retention Policy

After discussion, it was moved by Trustee Edwards and seconded by Trustee Quinn, that:
It is hereby resolved that the following groups be allowed to use the Library’s facilities more than four times in 2020:

>> Monday Night Knitters
>> Saw Mill River Audubon Book Club
>> Open Play MahJongg Night

Executive Session
On a motion by Trustee Huerster, seconded by Trustee Edwards, the Board went into Executive Session at 8:17 pm to discuss a matter of personnel /contract negotiations. The Board came out of Executive Session at 8:43 pm.

Trustee Malina moved for adjournment at 8:45 pm, seconded by Trustee Riina.

Next regular meeting: Thursday, 11/21/2019, at 7:00 P.M.
